Download. Simple interface. Doesn't require high-end computer.
GIMP
Download. Lots of features, will look familiar if you've used Photoshop.
Canva
Web-based, registration required. Light on editing tools but with a variety of templates for social media, cards, posters, invitations, etc
Pixlr
Web-based, but as powerful as most downloadable free editors. Major drawback, requires Flash to run.
